This report is based on discussions held during a day-long seminar entitled “Coast Guard Co-operation in a Changing Arctic” on October 29, in Toronto. The seminar was convened to discuss recent developments in the Arctic with regard to maritime cooperation, with a particular focus on the Arctic Coast Guard Forum.
