Job Opportunity: Treaties Program Manager

About the Role 

The successful candidate enjoys the challenge of growing an initiative, is able to manage multiple files, is a self-starter and strategic thinker, has strong skills in relationship-building, and has experience working with Indigenous communities. The candidate will join a highly collaborative, driven and multi-disciplinary team. 

Reporting directly to the Program Director, this role will focus on expanding the reach and impact of the Understanding Our Treaties initiative. In collaboration with various communities, Indigenous Nations, governments, experts, and the Land Claims Agreements Coalition (LCAC), the Foundation has been engaging emerging Indigenous leaders and all Canadians in their modern treaties (Land Claims & Self-Government Agreements) through Treaty Negotiation and Implementation Simulations. The initiative has been expanded to include online simulations and learning tools, and was recently divided into two streams: General Treaty Simulation programming for Indigenous communities and Nations, and Indigenous and non-Indigenous organizations, and; Treaty Education programming for schools and other educational institutions. The Program Manager may also support the Program Director with the Jane Glassco Northern Fellowship and Northern Policy Hackathon initiatives. 

This is a one-year contract with the possibility to become a full-time position. This role can be based at the Foundation’s Toronto office or carried out remotely.  

The salary range for this position is $70,000 to $90,000 commensurate with experience. We offer a competitive benefits package.    

Key Areas of Responsibility

  • Lead the General Treaty Simulation program stream. 
  • Expand the General Treaty Simulation programming with existing partners and new partners. 
  • Grow programming in new regions and adapt the model for new areas (e.g. historic treaties). 
  • Work with the Program Director and Program Manager, Education & Hackathon to review and refine the strategic vision for the Understanding Our Treaties 
  • Maintain existing partnerships and develop new partnerships.  
  • Give support where needed for Treaty Education programming. 
  • Prepare funding proposals, reports and presentations. 
  • Oversee and provide guidance to the Program Content Coordinator in their daily responsibilities.
  • Provide support where needed for the Northern Policy Hackathon. 


  • Experience managing programs, budgets, and staff. 
  • Experience with or interest in emerging leaders’ engagement programming. 
  • Ability to build and grow programming. 
  • Ability to travel once a month.  
  • Strong communication, speaking/presentation, and interpersonal skills. 
  • Excel in partnership building. 
  • Have connections and/or ability to build connections with Indigenous communities and Nations. 
  • Self-motivated and able to work largely independently. 
  • Post-secondary degree in a relevant field or the equivalent work/lived experience.
